Nonproliferation and export control assistance

Nonproliferation and export control assistance reserves at least a quarter for detecting and interdicting proliferation cargo, and the Secretary of State may secure or destroy MANPADS abroad.

Antiterrorism assistance for foreign law enforcement

Antiterrorism assistance (ATA) trains foreign law enforcement, caps equipment at 30 percent of annual funds, allows arms only if directly related, and places coordination with the Secretary of State.

The CDT Fund lets the Secretary of State build partner cybersecurity and ICT capacity, including incident response teams, with $150 million authorized over five years from October 2023.
