Assistance Program Controls

War reserve stockpiles abroad are capped at $500 million a year through 2028, section 515 staff are limited to six in most countries, and MNNA designations need 30 days notice.
02Reporting to Congress on assistance programs
Reprogramming needs 15 days notice to four committees, unanswered GAO or committee document requests halt funds after 35 days, and the section 655 report is due 1 February.
