What counts as brokering
One occasion of brokering is enough, foreign-made items are covered, and carriers are exempt only if they do nothing beyond transport or forwarding.
02Getting approval for a brokering transaction
Brokering foreign defense articles or listed American weapons categories needs prior approval, valid for up to four years, and proscribed parties need approval even at the proposal stage.
03Broker filings, guidance and annual reports
Brokers renew on Form DS-2032 30 to 60 days before expiry, report key changes within five days, and file an annual report of every deal and the money involved.
