Offers are built in DSAMS by the implementing agencies, with the purchaser involved early and personnel, schedules and work statements spelled out.
02Support terms and pen and ink changes in an offer
An offer states configuration, spares and support terms, may hold a limited reserve line, and can be changed by pen and ink only within limits.
03International competitions
A foreign solicitation can become a letter of request, the government stays neutral between American bids, and P&A data are for planning only.
04Preparing a 36(b) notification package
The package separates what Congress receives from what DSCA uses for processing, and keeps published text free of controlled information.
